Mayor Bell says there is still a chance the Bessemer Jail will be re-opened to house Birmingham inmates.
The city is still talking to Jefferson County commissioners and Sheriff Mike Hale's office about paying the county to re-open the facility.
The two sides have been millions of dollars apart on what the city should, or would be, willing to pay.
